The state legislature is discussing how to spend a rare budget surplus.

When the 2022 legislative session starts next month, lawmakers will consider a proposed $38 billion budget.

The latest fiscal year ended with an excess of $847 million, which will be used to pay off the state's debts.

The federal government will be repaid $400 million for the Hurricane Storm Damage and Risk Reduction System. Hundreds of millions of dollars will also go to FEMA to pay debt run up during Hurricane Katrina.

These payments may put the state over a spending cap, but legislators are looking for a way around that.
