S&WB officials are proposing a drainage fee which would raise billions to pay for a complete overhaul of the city's water system.

Executive Director Ghassan Korban said yesterday that his agency will need to raise substantial amounts to fix the outdated system of culverts, canals, pumps, and generators currently being used.

Korban said large tax-exempt landowners contribute a major portion of the drainage runoff but pay nothing for its upkeep.

In 1985 New Orleans voters defeated a drainage fee proposal which would have taxed all property owners.
